    Harry M. Schmidt assumed the duties of Deputy Director, National Maritime Intelligence-
    Integration Office (NMIO), Washington D.C., in July 2016. Within the Office of the Director of
    National Intelligence (ODNI), NMIO is the functional National Intelligence Manager (NIM) for the
    maritime domain, whose mission is to advance maritime intelligence integration, information
    sharing, and national-level Maritime Domain Awareness (MDA). This mission fosters unity of
    effort for decision advantage to protect the United States, its Allies and Partners against threats
    emanating from the global maritime domain. NMIO's strategic agenda is centered on building a
    collaborative interagency and international maritime intelligence enterprise that supports the
    intelligence and information sharing needs of the Global Maritime Community of Interest (GMCOI)
    based on the following priorities: Develop and expand existing domestic and foreign partnerships;
    Improve Information and Intelligence Sharing by identifying and surmounting barriers through
    transparent interagency and international collaboration; Advocate GMCOI Collection and Analytic
    Priorities at the national level; and Integrate Science and Technology after understanding the implications of emerging technologies that pose a threat or challenge in the maritime environment or that offer new opportunities to improve maritime security through the sponsorship of forums with academia, think tanks, the maritime industry, and international partners. It is through an array of strategy boards, committees, roundtables, campaigns, technical bulletins, and advisory groups that complex and emerging maritime domain issues are raised, developed, discussed and resolved in a collaborative fashion.

    Ashore, Mr. Schmidt most recently served as the Executive Director of The Interdiction Committee (TIC) for the Commandant of the Coast Guard in his role as TIC Chairman – a position designated by the Director of the Office of National Drug Control Policy's Executive Office of the President. Prior to that he was Director of Maritime Interdiction at Coast Guard Headquarters and served as the Section Chief for International and Inter-Agency Operations Integration at the District Seven Headquarters. In these capacities, his leadership responsibilities covered a wide range of strategic matters, including interagency collaboration, liaison and counter network efforts, with an emphasis on coordinated operations. Further, he enhanced Partner Nation Maritime Service capabilities and developed regional cooperation through bilateral and multilateral fora in Latin America and the Caribbean. He was also the Operations Officer at Group Galveston, Texas, and the first permanent Coast Guard Drug Interdiction Specialist at the U.S. Interests Section Havana, Cuba, where he held the diplomatic title of Second Secretary and established the foundation for expanded coordination with the Cuban military, border guard, and various law enforcement agencies.

    Operating throughout the Western Hemisphere, Mr. Schmidt served in four Cutters, commanding two of them. Afloat duties included Communications and Assistant Operations Officer in LEGARE, Executive Officer of GENTIAN also known as the Caribbean Support Tender dedicated to international engagement throughout the Caribbean and Latin America, and as Commanding Officer of Cutters SITKINAK and DILIGENCE. In addition to his Cutter time, he served as the Coast Guard Liaison and Surface Operations Officer to the Commodore and U.S. Navy Commander of Destroyer Squadron TWENTY. In over a decade of sea service, he deployed to the Pacific and Atlantic Oceans, Gulf of Mexico, Straits of Florida, and Caribbean Sea and conducted a wide array of interdiction, search and rescue, humanitarian assistance, disaster relief, homeland security, defense and United Nations operations.

    Mr. Schmidt is designated as both a Coast Guard Cutterman and Navy Surface Warfare Officer. He has received more than four dozen personal, unit, campaign, service and inter-service awards and has received distinguished or special recognition, including the White House 2014 Advocate for Action. He has also received awards from various elements within the Departments of Defense, State and Justice as well as State and Local Law Enforcement agencies. A Chicago Southside native, Mr. Schmidt graduated from the United States Coast Guard Academy with a Bachelor of Science in Government.
